Writing and Analyzing Proposals
 | Issue Focus Areas
for Negotiation - for
Northern CA
and for Southern CA. As you write your proposal, make sure your
solution falls within the focus area for your topic. The focus areas
will be the basis for discussions online and at the Global Forum.

 | Step 1 "Preparing to Write Your Proposal"

To develop your proposal more fully, review the Evaluation Criteria
below to make sure you have met all the requirements.

- To determine the deadline, consult the
simulation calendar or ask your
teacher.

 | Step 3 - Check your proposal against the Proposal Evaluation Criteria (EC's in
html)
Download printable
version of the EC's. After checking proposal against the EC's, get
feedback from your teacher.

 | Step 4 - Submit Proposal online. Log in to
Delegate Central with a country name and password and select Proposals
via the Proposal Center. Click on "Compose Proposal"
and then copy and paste your completed proposal. Note: send
proposal to "ALL" countries, not just Simcon. Only Simcon will be
able to view your proposal at first. Once Simcon determines that
the proposal meets the minimum requirements (EC's in Step 3), the
proposal will be approved and made viewable
by the international community. See the
simulation calendar to determine
when the Proposal Center opens and when proposals are due. It is
particularly important to have proposals approved by Simcon before the
online conferences begin so that all delegates can read and discuss your
proposal then.

 | Step 5 - Edit Proposal. Use feedback from your teacher
and Simcon to edit your proposal if it is bounced back and resubmit as
soon as possible.

 | Step 6 - Analyze Proposals and Negotiate (after proposals are
approved). To view proposals, log in to
Delegate Central with a country name and password and select proposals via
the Proposal Center. You can filter proposals by Issue by
clicking on the Issue heading. |
Review all of the proposals and discuss the following
questions with your delegation:

Which proposals do you agree
with entirely or in part, and how would they benefit your country? What,
if any, changes would you suggest regarding these proposals in order for
your country to be able to sponsor them? |

Which proposals do
you not support and why? What changes can you suggest in order for
these proposals to gain your country's support? |
 |
What questions do you have
about the proposals? Make a list. You might have questions
regarding items that need clarification, explanations of how a proposal
would be enforced, who it would benefit, etc. Get as many
questions answered before the forum through research, email and online
conferences, and
bring the rest to the Global Forum to ask the delegations directly.

Make a plan for negotiating
with other countries. Which countries might support your proposal,
and how will you approach them to get their support? |

 | Step 7 -
Understanding and Defending your Proposal. Your submitted
Proposal is simply an overview of the solution you are introducing to
the international community. Be prepared to fully explain, defend and
negotiate your proposal. You should be able to meet the criteria
of this document.

 | Step 8 - Continue to Revise Your Proposal as you negotiate
with other countries and refine your ideas through further research.
If you include the ideas of other countries in your proposal, be sure to
give them credit under the "Acknowledgements" portion of your proposal. |
